So I ordered the wrong 
Said complete my order for Vipra LED, bit forgot I had 2 in my cart and removed the wrong one. But, so far it seems to be working. Seedlinh aren’t stretching or spinning/twisting. I noticed when there is light, but not enough heat, the seedlings will start to spin and stretch looking for heat. With this LED seems to be doing good. 2 hrs have gone by and seedlings are still in same position, only leaves growing. So, is it safe to say. This light is doing a good job?
You should have around 60 watts per square foot to start with. Afterward, you can raise or lower the light for proper intensity. When the light is too intense leaves will droop. When not intense enough leaves will lift upward

I started to see that they started to straightened up. some leaves started dropping from the fiest light. this light came in just in time. On this new 3 type. i dont see then stretching, dropping, or leaves lifting up. but do see that the existing stem is going from laying against the rim of the cup, to straightening out. i dont see any of the stems stretching likw they were in the beginning. I take this as a good sign of height and light. No? Yes?
