First time growing didnt do some good on this one but how do i know for sure its ready to be cut i know its close
You need a jewlers loupe (30,000 magnification). The trichomes will turn from clear to milky white and then amber. The more amber means your THC is breaking down and will also result in more couch lock. I think it’s best when all the trichomes are milky white with a touch of amber beginning to develop.
As Outdoorsman said, you’ll need a jewelers loupe.

Can it regrow after being cut probley a stupid question

Yes, it’s called regeneration. Once you harvest the mature flowers, leave undeveloped flowers and many leaves on the plant and put the light cycle back to re-veg the plant. If indoors leave lights on 24/7. After 7-10 days when the plant has began to grow again reduce light to 18/6. When you are ready you can re-flower.
