Are you using nutrients? Which ones? How much? Yes
What is this appearing on the plant? It’s already in its third flowering stage.
Those little bulbs with pistils are just late blooming flowering sites you can pinch them off so plant isnt wasting energy on developing them and take attention away from the more developed ones or can just leave them on if going to use trim and larf for something but its a normal thing that happens on a lot of varieties
What do you mean by third flowering cycle? Did you Reveg the plant twice?

I read it as he meant 3rd week flowering but i was stoned so im probably wrong lol

Those are bracts my friend 
no reason for concern, just part of the plants female anatomy. Just leave em. Some growers will save a bunch of em and roll a joint with it.
I was trying to say that the plant is more than 14 days into flowering “3 weeks”
