Hello, i’m newbie in growing cannabis. I have some Thai Stick seeds which I’ve planted four weeks ago. Same seed, same soil, one week apart.
The first seems healthy

The second has grown up a little out of the soil, then just stopped. I dug out carefully around it just to see if there is a problem with the roots. See pics
Welcome @Arvensis ! Yeah that little guy is dead, especially now that it’s been removed from the soil. Not sure what kind of soil you’re growing in but that is an important factor to plant health and growth. Happy growing!
Start your seeds in a moist paper towel. Then put them in some cocoa coir. Water the little guys from the bottom, sprinkle some cinnamon around them to keep the bacteria that killed your little seedling at bay. You want to talk more, I can talk your ears off about my observations and experiments with soil, water type and flow rates etc.
