They are 4 weeks old and I don’t know if those little hairs that came out are pistils, does anyone know if it’s normal?

Welcome @AilenStoessel, these are not yet signs of buds; the plant is too small for that. Side shoots will grow at those spots first. It will still take weeks until they show pre-flowers again.
