So I tested my PH today after I replanted yesterday. I used a compost/manure mix. I posted yesterday after the replant that the PH was 6.6 but after checking again today it’s more like 5.6. What should I do? Baking soda in the water? If so how much and how often?

Are you growing Indoor or outdoor?
Are you using nutrients? Which ones? How much?
Peat moss? Maybe wait a couple of days and see if it fixes itself

What is the best way to measure soil pH? I’m also having a lot of issues with acidic soil and doubting if the meter works…
A slurry test if you’re using a pH pen/meter for liquids.
Add distilled water at 2:1 to your soil sample and mix well. Wait 15-20 minutes and test pH of slurry
