Im guessing the 1st light is 100w? If so and trying to save on electric it should have enough par area for seedling and veg and probably on the lower end for flowering unless you move light closer to cannopy which then takes away area coverage but increases par. Be cautious as most lights center area has a higher par and lux value which could bleach & stress the plant if light is to close. As for 2nd light it says 2000w and area for 5x5 which im guessing is the veg foot print and probably a 4x4 for bloom which will work for both plants just may need to run half power or hang at a higher hieght if no dimmer option. Or can run a light over each if not to worried about electric useage and will def be good to go.
Its more about the par,lux and daily light intergral the plant gets more than the power of the light so if your able to get readings on them youll be able to dial in your enviroment a lot better. Hope this helps a little and hopefully more chime in as i do more outdoor growing than indoor besides doing indoor winter grows
